When manuscripts are in a harmony with instruction for authors, they are sent at least two referees out. Given referees' comments, the associated editor comes up with a final decision. After acceptance, a pdf version of the manuscript is sent to the authors for proofreading. The authors merely make some minor changes in the manuscripts. They have to return this version to the editorial office within 72 hours.
